Viserys really meant it, he knew Rhaenyra being the queen would bring the alliance with Middle earth much stronger.
While this was happening, Otto and Allicent eyes lit up with hope especially thinking since Rhaenyra didn't want the throne Aegon could really succeed.But the two idiots forgot his disastrous results in the test and no matter how much they pleaded Visery would never choose Aegon, since the boy had proven himself to be. fool.

Viserys making his decision got up took his crown from his head and walked up to his daughter and while crowing she spoke up"Queen Rhaenyra Targaryen, First of Her Name, Queen of the Andals and the Rhoynar and the First Men. Lady of the Five Kingdoms and Protector of the Realm."
Otto and Allicent were in complete shock, while there were huge shouts and clapping for the Queen.This wasn't all as Viserys spoke "This decision may come as shocking to many,but I will say my health is failing and sooner or later,I will part from this realm and this is my final decision."
As he turned to Rhaenyra and added"If my daughter wishes,she can name her successor when the time comes."
This surprised every lord present,Otto was already angry at Rhaenyra being Queen so he spoke up"Your Majesty,this is a very unusual decision."
Viserys glared at Otto and cut in"My decsion is final."
The decision was made now only Viserys himself could change it.Which was unlikely as Viserys subtly eyed his brother Daemon, who gave small smile in return.
Otto frowned and anger was raging inside him, while the same was with Allicent who was glaring at Rhaenyra.
Otto thoughts flowed"Only way to get my blood on the throne is if Rhaenyra, Daemon and his children dies or I will have to start rebellion, but that will take time."
Otto knew killing Rhaenyra was almost impossible without making an enemy of Middle Earth and the North.But a rebellion also possible, but the question is will Middle Earth involve themselves in the war.
Then it clicked he only have to wait for Rhaenyra to step down and chose Daemon or his son.After that chances of Rhaenyra staying in Five Kingdoms was very small and if this proved right, then Otto could raise a rebellion and put Aegon or his son on the throne.
Otto with determination thought"I will make Aegon the king one way or another."
