And then proceeded to give him options to reincarnate.

Apparently that screen was just a timer counting down until the god would actually let him decide.
Something about the servers being too burdened because everyone wants to reincarnate. Oh boy...

After the first few decades the souls found a way to communicate through the system after getting their Where When Where When and Why.
They would trade their Certificates with other souls.
It was a dog eat dog world now. If you didn't get what you wanted you would have to get very lucky and single for something good. Or settle for something mediocre. There are lots of souls who gets scammed and screwed over.
