Chapter 76: Shinobi Council! Part-2
{Shinobi Council, Konohagakure, Land of Fire}
{3:48 PM, 1st July 78 Yrs}
Shikaku was still in the council chambers, the war inside Konoha walls has subsided and currently most of the active shinobi were either putting out fires or taking the captured shinobi into the T&I department. Shikaku was sitting in the Nara clan seat the council chamber was unusually quiet today as everyone waited for the only empty clan seat remaining in the room.
Inoichi walked into the room at this moment his every action was scrutinized as he collapsed on the Yamanaka clan head seat.
"Are you okay?" Shikaku whispered Inoichi nodded as he pulled out a bunch of scrolls from his jacket. An ANBU appeared by his seat and took the scrolls before distributing them among everyone.
Shikaku read through the whole scroll detaining the whole scene that Naruto saw after his battle with Gaara. Every word and action that Inoichi could see was highlighted in the scroll with a logical and psychological breakdown.
After reading through everything a lot of people had outraged expressions, Shikaku realized he needed to oversee this meeting stood up, and started speaking, "Alright since everyone has read through the report we can start this meeting."
Haishi was the first one to speak up as always, "Inoichi-san, what can you tell us about his psychological profile." While the little titbits were there in the scroll Inoichi would be able to paint a complete picture more easily.
"It's difficult, there was not much to go on, and even what I saw from Naruto's memories screamed more of a projection rather than his true personality." Inoichi summarized, "One thing I'm sure about is that he didn't lie a lot in the conversation, and the fact that he was so easily managed to get the Ichibi container and his siblings on his side so quickly just shows that he is a master manipulator and maybe a control freak..." Inoichi finished.
Tsume grumbled, "Great just what we needed at this moment, a genius control freak with delusions of grandeur and saving the world..."
Shikaku focused the conversation back on 'Jun' as he asked, "How many seals did you find Hiashi-san?"
"43... we found 43 seals scattered around Konoha," he took out a bunch of scrolls that were quickly distributed around the room once again. Shikaku looked at the map of Konoha dotted with various crosses, he looked through everyone trying to find a pattern but couldn't find anything so he turned to the cryptology department and spoke, "Uno-san can your department try to find any links in the seal's placement."
Seeing him nod it was Homura Mitokado who asked, "What about the Ichibi container, the Suna council would demand from us to hand him over..."
Shikaku grimaced as he thought about it, "We can't worry about it right now, and neither can they afford to go to war at this very moment anyway. We can at least stall for a little while and try to locate Jun's hidden base."
Shikaku glanced in Jiraya's direction and the older man nodded slightly agreeing to check it out. "The red water is quite interesting, I'm thinking about searching through the mining outposts that are located around 15 km Northeast of any village in the Land of Hot Springs."
Shikaku nodded, there was only so much information they could gather from Naruto's memories, it was Koharu Utatane who asked Jiraya-sama the next question, "Did you see through Gaara's seal, is it exactly like Jun said, or did he make that up to manipulate the Kazekage's kids."
Jiraya shook his head, "No the sealing explanation is quite true, and his plan is also right, If he ends up using a pointed 4 symbol seal then the seal would obviously become stronger. if he can pull it off that is..."
"How long would it take to come up with a new seal formula that is compatible with Gaara's current seal," Shikaku asked, he needed a time frame for how long he needed to delay the possible negotiations with Suna.
"it depends, it won't take that much time to create the basic structure of the seal, maybe a week or so. But if he decided to keep Gaara with him until he could fix his seal, then that could take anywhere from 1-2 months keeping in mind all the calculations he would need to do to even theoretically perfect the seal." Jiraya-sama replied.

The chamber descended into silence once again, now that the main talking points were over everyone was struggling to express their thoughts about how someone could have learned one of Konoha's most prized jutsu.
"So the seal was specially made to provide more power to the Jinchuriki instead of going for stability?" Tsume asked, she was rereading through the scroll and the final conversation that Jun had with the Kazekage's kids was very puzzling.
It was Danzo who spoke, "There were rumors of Gaara's mother dying during childbirth and not after the seal was placed, but I can't be sure of the exact timeline. Maybe the Kazekage did sacrifice his wife for a chance that Gaara could be stronger..."
Jiraya was the only seal master in the room, except for maybe Danzo so he explained, "his thoughts are correct in the end, the only way for that seal to would be around the time when Gaara would have been conceived for 7 months. The sealing would not only kill Gaara's mother but force him to be prematurely born. Plus with Ichibi's chakra flowing through his system it really was a suicidal move..."
Jiraya shook his head at the stupidity of Suna, he remembered looking at the seal with the same disbelief. He didn't have the same bias that Jun obviously has against Suna, so he can see that Gaara's seal was specifically made without any control seals limiting Ichibi's influence for the exact reason for them gaining a stronger weapon.
Shikaku spoke, "So this 'Jun' somehow managed to mark 43 seals all around Konoha, some even in quite sensitive places like the academy but no one knows about them till now, how did that happen how come the Hyuga clan didn't see the village marked with these seals."
Hiashi rubbed his head and spoke, "The seals aren't as easy to see as Kakashi described, maybe it had something to do with the difference between the Sharingan and the Byakugan but most of the seals are blended in with other seals that are used for either protection or privacy. Plus most of the clan members don't use the Byakugan outside of our clan compound to respect everyone's privacy..."
