"Kaneko-kun, I have gathered all the information that I could from the island." Fuzzy said as he entered Mitsu's room. There he found Mitsu looking intently at the map of the Water Country.
"Hmm? Oh, Fuzzy! Yee go ahead. Lets hear the information you got. And where the frick is Ichi?" Mitsu asked curiously.
"I couldn't gather much inside the Island. So I told Itachi to travel the other islands and see what he can find. Itachi has already left the island to gather more information.
As for what I gathered.
First of all, the water country appears to have abandoned this island. They believe that this island is a waste of effort. Simply because, merchants stopped coming here. Their other excuse was that they didn't have enough manpower in these dire times.
The island currently has no government. There are literally no laws in place. The only figure that could resemble a governing body would be the Magistrate that was exiled here." Said Fuzzy with his usual deadpan eyes.
"There really aren't many farms around here and the only food source is the sea. The country is also in peril. So I do understand their point of view. I am not saying that it's good, but I do see their point." Mitsu said slowly.
Even if it sounded bad, Mitsu knew that was the truth. If a small district couldn't produce something useful in dire times, the government would abandon it without batting an eye. That was the reality of this world.
He then gestured Fuzzy to continue with his findings. Fuzzy started again with a sigh.
"There are four large villages and 11 small villages on this island. And the whole system is controlled by that same magistrate who was exiled here from the Water Country. He doesn't do any official work, he is simply a figurehead.
Even he, doesn't want to stay here, but he has no other choice. He was only exiled here with a post because of him relation to the Daimyo. If he didn't have any ties, he would've been hanged by now."
"Ooooo! That's interesting! Did our little 'magi' do something nasty in the capital?" Mitsu asked with a mocking sneer.
"That he did Kaneko-kun…
He tried to r*pe a noble lady in the capital and got caught. But because he has ties with the Daimyo, his punishment was only to be exiled in paper. But in reality, the Daimyo only sent him to this island removing his office.
But as he was still of the noble line, he begged to retain a title. Thus, he became a magistrate...
And from the intel I gathered. The man is still a degenerate and has already caused a few indecencies.
It might sound like a made up story to you, Kaneko-kun, but this man is using this precarious situation to buy women from the poor islanders for his... Pleasure…"
'Buying women? So this must be the pig that Yukina talked about that day… Hmm, interesting..' Mitsu thought.
Fuzzy seemed a bit uncomfortable. But Mitsu was still calm.
This surprised Fuzzy a bit.
He knew that his lord was a calm and kind-hearted individual.
He has seen his lord fighting for the civilians in Blaze City and the Uchihas in Konoha, the villagers in Tea Country, and also helped so many orphans by giving them small delivery jobs back home... So his calmness after hearing such disturbing news was baffling.
Seemingly understanding his confusion, Mitsu started speaking,
"Sigh! My dear Fuzzy-wazi, That just shows what hunger can make people do. I already knew about this from Yukina. I know what they are doing is disgusting…" Mitsu sighed as he continued.
"You might be wondering why I am so calm. It's simple really, it's because, I am not a warrior of justice."
Fuzzy felt a little sad as he heard Mitsu say that. And as he was about to lower his head in disappointment, Mitsu kept on speaking. This time his voice turned serious.
"But I am slowly integrating into this country. Even though it's only been six days. I have already interacted with many of them.
I have listened to their stories. I have seen their happiness from just a bit of food. I witnessed their grateful smiles and expressions of gratitude.
Fuzzy, I don't know when it started, but I do care for my people.
In Konoha, watching the civilians' happy faces always gave me a feeling of accomplishment. It's the same feeling with these villagers.
I have already started thinking of the villagers as my people.
You may say that the people of Water Country shouldn't be of my concern. But! Then you would be wrong.
I might not be a warrior of justice. But what I am, is a prince."
'I think I sounded cool as I said that. Hmm, but I do see them as my people. And honestly after getting these cells I started... ummm, caring more? Hmmm...
And that upstart is seriously buying women in my territory… Bloody prick! I will show him. Hmm, I should be able to liberate the villages and get hold of a good base of operations! Yeshh I am so smarts, *Hypothetical head pat*.
Though I wonder if I went overboard with my speech… I mean some of the lines didn't even match? And these minions of mine usually misunderstand the things I say… I hope there won't be any this time...

Fuzzy felt a weird sensation as he heard Mitsu say that line.

He wants to-' Fuzzy felt an adrenaline rush to his head. And he shouted his question out,
"Mits- Ka, no, Mitsu-sama! Don't tell me you want to conquer the whole water country?!"
Mitsu suddenly turned to him, surprised, "Eh, what? Wha, eh? Who, wait a min-"
Fuzzy kept going, "You mustn't Mitsu-sama! I know that the Water Country is doing injustice to its people and you feel hurt. Your kindness knows no bound.
And I also know that you have gotten stronger, but you can't go against a whole country by yourself!"
Fuzzy wouldn't even listen to Mitsu as he passionately tried to dissuade him.
"Wait a fricking minute Fuzzy! I neve-" Mitsu was frantically trying to stop his minion but to no avail, as Fuzzy kept going,
"No, perhaps there is a way!"
'What is this idiot thinking now…. I only wanted to secure my base on Kobe island. Coz I really like these villagers and I thought it would be nice to get control of this island. Also, the magistrate seemed like a pus*y so this should've been easy…
But...
WHY THE HELL IS MY MINION THINKING SO BIG?
Damn nibba! What did I say this time? Was it coz I bragged about being a prince? I mean I do feel accomplished when my people are happy but ummm, whaaa? Why the frick is he so dramatic about this? I thought only I do the drama around here.
And hold up! waaaait a minute! Did he just say that there might be a way?!' Mitsu was dumbfoundedly staring at Fuzzy as Fuzzy pondered something.
Soon Fuzzy turned back to Mitsu and said, "Mistu-sama, you might be able to take over the country!"
Mitsu didn't know how to respond to that. He wanted to smack Fuzzy straight away, but he was also curious to know what solution did his minion find.
So Mitsu narrowed his eyes and looked at Fuzzy seriously. Gesturing to continue.
"Mitsu-sama, if you side with the resistance force and support them, then maybe you can accomplish it. Those people are trying to overthrow the current system and start a revolution. They want to end the civil wars by removing the Mizukage!" Fuzzy said in a serious tone.
'Wewww, I almost forgot about the resistance. I mean the hottie with a body, Mei, should be there right? And if I remember correctly Zabuza was leading the resistance at that time in canon.
Hmmm… This might actually be plausible.
No wait! Why am I thinking about taking over a whole fricking country? Daaamn sissy on a bicycle…
Then again, the Water Country right now is shit. It should be better to just take over. I mean I do need to take care of Yagura so it works… I guess?
Umu, umu!'
"But there is a problem Mitsu-sama." Fuzzy said.
Mitsu was surprised and looked at him questioningly.
"Apparently, no one knows who is leading the resistance. I couldn't get my hands on that information no matter how hard I tried. That's why I sent Itachi to get more information from the resistance forces' base itself in Maishima.
But I doubt that he would find proper information." Fuzzy said unsurely.
But to this Mitsu simply smiled.
"Don't worry Fuzzy, things will work out. For now, we need to take the first step. We need to get this island under control first.
So this is your mission.
Spread the rumor of a new warlord's rising throughout the island. Make sure the villagers know of the grandeur and the sense of justice the warlord has.
This should build up fast in a country littered with war. And with the fame of the warlord, we will slowly increase our boundary of influence from village to village then island to island."
"Warlord's rising? Who is the warlord Mitsu-sama?" Fuzzy asked while tilting his head.
To which Mitsu only laughed.

Obito was moving about the room, clearly restless.
The main reason for that was the lack of information. No matter how much he tried, he couldn't find Mitsu or his minions. And as for the Fire Daimyo's mansion, it almost seemed impossible to infiltrate. There were sensors everywhere and there was also that old man guarding it.
But as he had Kamui, he still decided to go there for a peak. And the only thing he found there was a katana being thrust into his dematerialized body but no real information…
And Black Zetsu was of no help. Zetsu has been avoiding him for some reason, ever since that day. It was getting annoying. Because Pain was bugging him with his new mission as well.
But Zetsu's situation really baffled Obito.
He had caught Zetsu mumbling something to himself a few times, but he didn't feel it was necessary to inquire him. But the situation wasn't getting any better.
Pain was acting aggressive about the rings. Orochimaru was impatient about his new vessel. And Juzo was well, Juzo…
'Things can't continue like this… I need to find that brat quickly, or I will have lose favor of Pain, I can't lose such a good pawn… Not now after coming so far...'
As he was pondering on the matter, a White Zetsu suddenly appeared out of nowhere.
Obito was already used to these creatures appearing from weird places, so he didn't care much. He simply stared at it, signaling it to speak.
"Madara… I couldn't find the boy but I did find the Uchiha you mentioned before…" Said the white Zetsu
"Itachi? Where is he? If we can find him, we will find the kid eventually." Said Obito, clearly a bit agitated.
"The Uchiha boy is in the Water Country, on Maishima island." Answered the Zetsu without emotion.
"Good! Go inform Orochimaru and Juzo's teams, tell them where the target is. They will take care of the rest." Ordered Obito.
White Zetsu simply nodded and used his Mayfly ability to disappear into the ground.
Obito then turned around. In front of him was the Lightning Country's Daimyo's castle.
"I think it's time to start…"
