Chapter 16: Aftermath and Future Plans

Weeks passed after the death of Konoha's fourth Hokage. The entire village was filled with grief. However their enemies, Iwagakure and Kumogakure celebrated. The infamous Yellow Flash had terrorized both shinobi villages on the battlefield during the Third Shinobi World War.

Alongside the village's reconstruction and Hiruzen's temporary reinstatement, many changes occurred. Due to the appearance of the Nine-Tails and what many high-end ninjas discovered to be the Sharingan controlling it, forced the Uchihas to move to the outskirts of the villages. Disappearing from their once central village position. Simultaneously, their prestige with the civilians chilled, as even their Police Force had lost their respect and many authorities, now handed over to the Shinobi Corps and ANBU.

The representatives of the Uchiha Clan attempted to separate themselves from the incident with proof of an enemy invading their compound, battling one of their Jonins. Even the Kurama clan came out of the woodworks to announce the death of multiple elders. However, the Uchiha didn't receive much supported during the Great Shinobi Clan meeting, as the Kurama clan was already a small, declining power family. Although the Hyuga Clan, Danzo's Root, and Hiruzen knew of a third party's existence they each held a reason to stay quiet.

The Hyuga had their arrogance, they would never admit that a Main Branch member had gone missing during the Nine-Tails attack.

While Hiruzen and Danzo wanted to take this incident as a method to reduce the Uchiha's power within the village. They had never fully trusted the clan and their ambitions.

When asked, the clan refused to allow the T&I division to read the memory of the attacked Uchiha Jonin, as to not reveal clan secrets.

Regardless, the other shinobi clans revealed that a significant amount of their members were targeted each at some point during the attack. Somewhat defending the Uchiha's on their claims.

These clans were the Nara, Akimichi, and Inuzuka clans. The recovered bodies showed evidence of their brains damaged. The remaining shinobi clans were questioned as many eyebrows raised why they were not targeted, mainly Aburame, Yamanaka, Shimura, and Sarutobi.

The Yamanaka's were specifically under greater suspicion as the shinobi corpses resembled the aftereffects of the Yamanaka's Mind Reading Jutsu. Each had a fried brain.

So thorough that the Mind specialist clan couldn't even retrieve their memories. However, the clan blamed the recently missing Chunin, Misaki Yamanaka.

Toru wasn't once brought into debate, as he was marked as another casualty during the Kyuubi's rampage.

The mysterious third party, however, silently made his way on the new edition of the Bingo Book. Konoha's officials attempting to keep the information of Kurama's attack as silent as possible.

Toru was slowly making his way towards the Land of Water, more specifically Kirigakure – The Village Hidden in the Mist.

It would be this new location where he could begin his next phase of his plans.

Konoha was the most well developed and peaceful village in the Shinobi world, but it was horrible for one to raise in power, especially one of civilian birth. It was the reason Toru hid himself so well. There were just too many possibilities of his disappearance. He would have to worry about the hungry eyes of Danzo, Orochimaru, and even Hiruzen, who singlehandedly declined the overall power within Konoha to keep his own political position secure.

So, Kirigakure was the best place to consolidate after growing in Konoha. Toru had already reaped most benefits in the Land of Fire anyway.

Kiri would soon undergo a civil war pre-Shippuden. There was almost the same amount of Bloodline limits within the village if not more, and it hosted two water related Tailed Beast: Isobu, the three-tails; and Saiken, the six-tails.

A Jinchuriki needed an Uzumaki level physique to host tailed beast of Kurama's level. This, however, was not the same for his younger siblings. Rin, in the original anime, had been made the unstable jinchuriki during the Third Shinobi World War. Dying under Kakashi's Chidori, Isobu, disappeared from the material world as well.

It has been three-years since the Kannabi Bridge incident. Toru wanted to try his chance at becoming the three-tails jinchuriki before Kiri's future fourth Mizukage, Yagura Karatachi, could have the beast sealed inside of him.

'If I get the recognition of the peace-loving, Isobu, the massive chakra reserves of a jinchuriki, and his understanding of Water Release, my fighting potential should increase exponentially.'

Nevertheless, Kiri had the most developed Water-related Ninjutsu that Toru could use or further expand upon.

So, Kiri was the final destination.
