On the contrary, Rebecca was taking a huge risk by meeting Dragon in person. But the time is almost near.
In the original timeline, Luffy would be setting sail by now.
That means she doesn't have much time before the summit war. And Rebecca intended to execute the first part of the plan in that time. While the revolutionary army has agreed to support her in her plan, their leader wanted to meet her before giving her their manpower.
Monkey D Dragon was a tall man with a weird criss-cross tattoo on the left side of his face.
"I would have never imagined that the queen herself wants to take down the king."
"Let's drop the chat and discuss the main topic. Even though Doflamingo isn't in Dressrosa and none of the others will disobey me, I would rather not take any risk."
Rebecca said to Dragon.
Dragon was very surprise that the queen herself would be the leader of the rebels. From what information he has gathered, about the queen, she was a 14 years old girl to used to be fight in the Colosseum. Until one day Doflamingo suddenly declared their marriage.
"Alright, if I am not wrong then you requested that the revolutionary army should send some sacrificial people along with some powerful people to attack Dressrosa when you want. You will open the secret path way for our people to enter and initialise the attack. But accept from that you didn't explain anything else. I need to know your proper plan about what are you trying to achieve ?"
Rebecca didn't want her plans to get out yet. So she decided to give some information that is already known or won't effect herplan even if it got leaked. She was already taking a heavy risk by revealing her identity to Dragon.
"Doflamigo's reach extends from Kaido to all the way up to the five elders.
That was the main reason why I can't just kill him. The power vacuum will be so big that the kingdom will suffer even more.
Not to mention the remaining people of Dressrosa see him as the flamboyant yet benevolent king, who has only done the betterment of the country.
To remove that idea from people's head, I need to show his true colours to the citizens.
So liberating this country is not simple as you think. At this point, Doflamingo is a necessary evil for this country.
I won't tell you my exact plans, but I intend to kill one of the most important person for Doflamingo, during the chaos. And revolutionary army would take the blame for it."
Dragon thought about what Rebecca said. Taking the blame was not a problem. In fact it would be better for the revolutionary army if they took the blame for the attack.
"Is this the person responsible for turning people into toys ?"
Rebecca turned backward. "You are good at guessing. Send me your answer in the usual channel." And then she disappeared with a burst of speed.
Dragon too, turned to leave.

Monnet didn't like Rebecca. It is not like it was not an open secret. After Caesar gave kaido, the artificial giants, Doflamingo wanted to keep a close eye on the Clown. That's why she has been sent to punk hazard to keep an eye on Caesar.
So she didn't like the current situation.
From the very beginning Rebecca is the woman like whom Monnet wanted to be.
She was smart, strong and could satisfy the young master's needs.
Before young master proposed Rebecca, he had given a chance to Monnet to prove herself.
But Monnet failed spectacularly. It was so bad that the young master left the room from fraustration. Monnet was ashamed of herself.
Rebecca has already proven herself in terms of strength.
The young master desired her so bad, that he sacrificed Diamante to get Rebecca agree to his proposal.
After the marriage, Rebecca became the queen of Dressrosa. And not long after that she actually managed to become the second in command in the family.
Besides that, Monnet didn't like Rebecca's attitude.
While she was not openly hostile towards The young master, she didn't show particular liking towards him neither did she show any interest. But suddenly after the marriage she started acting very submissive towards the young master. Her attitude towards the other members didn't change by much. Only the thing that changed was that she didn't show open disliking towards them anymore. But she had still that temper of her's.
From her submissive reaction to young master's public attempts of intimation to her becoming a perfect queen, everything seemed very suspicious to Monnet.
No one should be this perfect in everything.
While Trebol has praised young master to tame the young mistress Monnet thought otherwise.
Unfortunately she couldn't openly act against her. And with her departure to punk hazard, all of her plans against Rebecca have haulted.
"Shirorororororo ! This is great ! With this new formula I'll be definitely able to make those children giants !" Monnet didn't like the current situation at all

"The situation is so fraustrating !" Sengoku shouted at no one in perticular.
"I know, Sengoku I don't like the situation either but we have no choice. We cannot go against the orders of the five elders. Doflamigo has truly become untouchable by us marines now." Tsuru was very serious after reading the reports.
"That is true till his deeds are hidden. The day it get exposed, I will go to Dressrosa myself to face that bastard." Sengoku said clenching his fist tightly.
Doflamingo has pulled his connection in the upper echelon of the world government to give Dressrosa, the 'nutral Kingdom' title. He has spent quite a lot of fortune to pull it off. But according to Doflamigo it was worth it. The title of neutral Kingdom, was the title given by the five elders. Marines will not be able to take an initiative to enter the neutral Kingdom without the permission of it's king. No military activity will be allowed on the ground of a nutral Kingdom. Neither they are allowed to arrest anyone on that ground.
Previously only on the days of grand martial tournament, Dressrosa used to gain the title of nutral Kingdom for 5 days in a year.
But now that the entire Kingdom has gained a permanent neutral Kingdom status, he can't issue any official order to investigate Doflamingo anymore. That means if they sent a Spy and he or she got captured, then they won't be able to negotiate and the captured spys will be treated as per the rules in the nutral Kingdom.
This new title has given Doflamingo the right to do anything as he pleases in the kingdom of Dressrosa.
And Sengoku was not happy about it.
In his heart he cursed the new queen of Dressrosa as Doflamingo was able to pull something like this because of the wealth he has able to gather with her help.
