Speed Hawks moved in the blink of an eye from the top of a skyscraper to Endeavor's battle in 0.1–0.3 so assuming that skyscraper is only 20 stories assuming 12 feet or so/floor we have 240 feet or 80 yards.
80 yards in 0.3 seconds translates to 878 Kilometers/Hour
Tora
Speed Human eye can see speed upto 550mph=885km/h , and soru is almost not seen so assuming the speed it is about 550mph but that is when done by Lucci so the current speed of Tora an be around 288km/h resulting 80m/s
Power Aerial battle with geppo , and Rankyaku power of cutting around 10 m
this disparity was huge so Tora was even more focused in increasing speed of Soru and geppo then the Rankyaku
but the main idea for Tora was to develop Rankyaku for his hand so that with his hand power only he want to be able to destroy around 20 m
all these were for future
today Tora was walking around his house doing a little exercise when he saw Midoriya walking with a thin yellow haired man who Tora recognised as All might
so thinking the story plot line it seem All might is palning to train Midoriya
Tora was interested on how All Might train Midoriya so he quitely went to the beach where they would train hence went for a swimming
after 30 minute of swimming , when he returned , the training equipment , rocks, tires etc was being cleaned out by Midoriya
seeing someone coming to the beach from the ocean , All might talked"boy , was this perhaps your training place ?"

Tora said"you can train here midoriya , be ready to the UA exam and you all might , dont just transform in the middle of street other people may see you "
All Might was shocked because he didn't find anyone around while he ran out of gas so he asked "what are you talking about hahaha , where is allmight i want his autograph "

saying this he went to his training base as in the house his father mother were having their sweet time since they perfected Seimei kikan 8 yr ago
so leaving the adult , tora now was in his basement to practice soru and kami-e to develop { Chokkai =an 8th Rokushiki but not yet seen , Chokkai mean to bother }
but chokkai need a high level continuous movement hence was very hard
after practicing Rokushiki for initial mastery for more than 10 years and continuou body training and the flexibility resulted Tora's power level to be around 700 but he was not sure as he doesnot have anyone higher body strength to see the difference
There was still 8 month till the UA exam So Tora plan was to making his normal speed go at least 50m in 3.5 seconds
with this in his mind he kept on running , doing exercise and fight imaginary enemy
Time was running out Tora sometime go to the beach to see Midoriya who had develop quite a bit of muscles
Now it was 6 month , hence Tora need someone to teach him aerial style fight so he went to meet All might

All might"i said i am not , "
Tora"haha , okey so well i want to ask you if you know someone who is profiient in aerial battle?"
All might "i do know someone, but not telling you "and gave a sly smile
Tora"okey ,then i will run around the city shouting All might is training his succesor"
All might hurriedly stopped Tora and said"you won , there is a senior of mine named Gran Torino or Sorahiko Torino ,he is the best there for Aerial battle but why do you need aerial battle it's not like you have quirk to fight in air "
Tora "you heroes depend so much on Quirk that you had forgotten to use martial art on fighting , but i am the one who take martial art to its finest , so i can have an aerial battle , "
