this is just my opinion. Usually, the transmigrated always start with mastering [rasengan]. But if we think about it, it'll make him be suspicious if there's no one who teach him about it. So it can wait until he meet Jiraiya and for now, make him to focus mastering nature transformation (wind release) and chakra control.
