The Outer colonies are more susceptible to the ideas of the insurrectionists because they have been facing the brunt of the Covenant threat. Still there were more loyalist than insurrectionists making the insurrection not be able to spread as far as they could before.

The trio keeps giving them reason after reason whereas Lie Fan is a much better Lord than Liu Biao, and their talents will shine much more in serving Lie Fan than both Liu Biao and Liu Yao, as Lie Fan gives them the platform and isn't a paranoid Lord so they will never be under suspicion from Lie Fan.
