I think there is something fishy here. I don't believe Ruby has trully betrayed Jake. Maybe seeing him without arms and being unable to heal himself, she just tried to complete the Ordeal for both of them and later compensate Jake somehow. However, I think that Ruby has the same opinion about Jake that he has about her. They don't have enemity, but neither a reason to trust the other. So even if the oracle is trying to push them together, they have a complicated relationship.
