To be fair, Team 7 was somehow always fighting people stronger than them before timeskip. After that, she had a pretty decent strength but was more importantly a great Medic. Plus, let's be honest, Sakura was only useless on Team 7. I mean, she would be a great member of any other team but compared to a genius like Sasuke and the 9-Tail Jinchuriki of course she would seem useless.
