He imagined the Thermic Lances were somewhat pointless, but the Gatling Lasers could be modified and attached to things should it be needed...

And laser defenses as well but he didn't get them all online in time being I think it was a few months short but the Mojave was a major target just that the defenses were much tighter and no vault tec to f it up
The only problem was that everything needed massive repairs, nuclear bombs had for some reason left the Mojave relatively unscathed, maybe the Chinese didn't think it was worth bombing a desert? But, that doesn't really make sense as Las Vegas was untouched as well.
