Dude, even if they were abusive, they fed her. Even if the amount was less, they fed her. He didn't even have that. Even if she was abused, she had a shelter. A roof over her head. He didn't even have that. Even if she was abused, she wasn't abused for long. She's 11; Bella has been Minister for nearly a decade. At most, it was a year, maybe 2. Considering her age, there wasn't much they could do. Unlike Axel, who didn't know a moment when he was loved; at least, she knew love. She didn't have to steal to keep her life going. So, yeah, she was closer than anyone else, but not enough, to understand Axel.
They grew up in a luxurious environment, never having to sleep feeling hungry as hell with their body aching all over from the beatings received and worrying about how to get food the next day.
