Did Krun forget about his friend? Didn't he have a friend who lost an arm or a leg and lived on alcohol because he could no longer practice his craft? I remember that was one of his motivations for starting to work with the MC. It was the perfect time to tie up that loose end.

Konoha's leadership would never do that for a simple reason: the possibility of the same thing happening to any other village would be so terrifying that they would all stop all other battles to fight only Konoha using all the other 8 bijuu. Konoha didn't emerge victorious in all wars simply because it was stronger, but because there was never a total war of all the villages with Konoha as the only enemy. No matter how strong various characters shown in the manga/anime are, none of them have infinite stamina to give their all in every battle, with combined forces that can use a strategy of constant waves of attacks.
