I'm more confused about Tanya's reaction. Considering, her backstory, personality and now military background- You'd expect her to just sort of shrug it off; after taking them back and maybe a swift kick to the balls. Kazuma probably ain't fast enough; to lead her on a chase anyways.

Theoretically, he could just take the lifespan of stray devils; malicious supernaturals or malicious humans in general if restricted to his own species. If he is willing to go down a darker road; he could create a philosopher's stone from full metal. Maybe, Leech evil souls from heaven's system? Alternatively, a snake from Ophis; would likely work just as well as a substitute for souls in the philosopher's stone.

I'd imagine that's one of those few things; that could get him erased from existence. Similarly, to cheesing the Skeleton Key. Though, Perhaps the cloak will allow him; to grasp at feats beyond mortal hands.

Honestly, at this point arresting him is stupid. They just don't have any way to contain him; or catch him for that matter...
