I think a little of both is the best option have them for the most part fight among themselves getting the benefits of what Lother is doing eventually they unite enough to beat him back to that it's mutual insured destruction if they continue or both are too exhausted and out of resources of men to continue Conquest or retaking anything else maybe him holding a few cities at the end or even him being forced back enough that he conquers only Tyrosh and Lys then starts fortifying the step stones. Another idea is he does his Conquest thing but in reality he's building a new city in the disputed lands that's completely fortified and only he's really doing is draining the resources and Manpower of the free cities while building his New Jerusalem. The reason I say the disputed lands is we've seen the step Stones done quite a few times but no one really has done a city in the disputed lands saved one fanfic I know. The usual reason I think is because everyone wants to disputed lands but since there's so many Powers after it no one can really hold it unless if you drain all their power and resources and have already have a truly Advanced fortified City maybe not as ridiculous as Attack on Titans but you get the drift from my mentioning that.

I have to say I like the chapter but I do have a small disagreement of his completely stepping back from making Pharmaceuticals. I could understand it a little more if he treated it more as a on and off Hobby rather than him busting his butt on it. The reason being is he knows basically the future and making penicillin(at the very least) and stockpiling it would be a truly worthwhile endeavor. Especially since penicillin should take a very long while and time-consuming to find the right strain of mold. After that it's pretty straightforward and easy cultivating penicillin and making it but like I said finding the right strain of mold is extremely time-consuming giving his Limited technology and means.

The school system came across a little too cultish for me. I could understand him throwing a little subtlety of following his lead and more dedication to the North and the old gods but that kind of screamed more cult leader obey me and let's take control of the North.

Excellent chapter I really like how everything was set up and laid out and I always love to see arrogant people who think everything's about them get kicked in the a$$. I will say I don't think you should have described the Prussian District as a city within a city but more of a fortified town/fortress. Because if I remember right their District was the location of the Dragon pit which was very big but not big enough to be thought of as a city granted a Prussian town probably makes their best cities look like a crap hole in comparison but I always thought that difference between a city and a town is population and size. I would actually be very interested in having Lothar show up as a mystery night to slaughter key people so Prussian hands stay clean. That or Reading an omake where instead of Charles and the Prussian Knights compete in the tournament Lothar does it would be a good comedy Slaughter LOL.
