I wasn't talking about that, what i was talking about was that, Danzos list of potential recruits would change after the coup, as danzo wouldn't be able to just kidnap any kid openly, if danzo took a civilian orphan from a class in Academy then no one would bat an eye, but if he did it to a well known and talented student in elite class then the clans would be able to guess what had happened and would pounce on danzo politically.
'I probably am worrying too much about the Danzo and Root. The probability of being dragged there is not that big, and I already have some plans how to further decrease it and in the worst case scenario I have the means to fix things.'

The anbus are primarily under Hokage, while danzo has absolute control over root, he would have access to anbu's resources but i don't think he can order anbus around.
'And if Hiruzen asks I will state that I don't want to join ANBU and want to graduate from academy and become a normal shinobi. I will slip some things like 'I want to protect the village', and some will of fire bullshit and everything should be good.'
