it was becouse rasa was kazekage that suna was doing bad since he had realy bad relationship with the daimyo. the daimyo disliked him or out right hated him dont know which so daimyo passed on missions to konoha instead of suna which is why suna attack konoha in the first place to show daimyo that they were a strong village that could complete missions
