I think you can change the sequence with konoha before suna since although they have it tough because of all the sand and their daimyo not paying them money, but they are atleast safe from the inside politics. Whereas if you are born in konoha it can't be said when you will die either at the hands of roots or commit suicide before joining them, or you can die at the hands of a brutal scientist or a murderous fox. Anyway suna is much safer the konoha.
