I suggest dropping the system and loterry idea. Would go for start with blood ability. Mc can get blood samples of other supers and integrate their powers from DNA into himself. You will not have a problem with overpowered mc from start. For mind protection he can use blood with bigger concentration of metals and coat his brain/ skull like Faraday cage. The school idea was nice for me, but aging characters just for this and mixing years because of this not so much. He can go to middle school for supers.
