Ok 4 counter points. It's already tough enough to survive multiple hits from a super strong super agile 15 foot tall version of croc which is overkill when his normie versions can cut through steel with their claws making surviving a single hit with civilian available materials a miracle much less more than one (depleted uranium is fairly heavily controlled in the states as the best armor and anti armor material anything similar like that gold titanium alloy which if I recall is proprietary and thus also hard to get for a normie that iron man used in early suits would be similarly hard to get or make much less adamantium). It's a mass production model that our mc has already offered more than one of so a combat loss of a bot isn't a bad thing when you can just throw 3 to 5 at a big bad. Thirdly though less importantly making these tougher means less income in repairs and it might seem greedy but this is a legit reason why certain cars were discontinued as the manufacturers expect to make cash on parts or royalties for parts manufacture and sale. Finally and I believe my most important point is that these are frighteningly close to t-800 terminators already do you REALLY want to give something like that to the police where you KNOW that the government and Hydra have enough oversight to take something that is clearly a military grade asset already, this would go from too much trouble to reprogram when winter soldier is just about as good to full on worth it to swap out the programming on a literal terminator it's why sterns wanted tony's armor so bad all over again.
