There’s three explanations you could use to rationalize issei being able to reincarnate with Rias pawns. 1: issei accepted and knowingly allowed himself to reincarnate instead of him dying and wanting to live. 2: he suppressed his powers so the evil pieces could take hold. 3: as Rias went to insert the 8 pieces in an attempt to reincarnate issei he sneakily boosted and transferred the boosted power into the evil pieces with ddraigs help to hide the effects. I’m sure there’s more explanations one could use but those are what I came up with.
(1: Sona does not have the pawn pieces to be able to reincarnate Issei, I'm already pushing it with Rias' pieces because whereas she has all of her pawn pieces left, they still wouldn't be enough. Issei was weak as FUCK and DYING when he got reincarnated originally, this Issei is chad, and definitely not dying.
