Not 100% sure but minato used hiraishin actively in the fight. His entire move pool revolved around hiraishin. However tobirama used that move as support. None of his move revolved around hiraishin. He was water master not really best combination for hiraishin unlike rasengan which uses no hand signs. Also I don’t think tobirama build is speed type unlike minato.
I want to hear your thoughts on it to avoid any possible plot hole.
