Actually I think this is a realistic approach. The deep strike plan works similarly by causing the Nunsers to leave the war early. If the human phase lord plan could also make the minor races or lower caste falter would also help the war effort. The goal is to survive or make one race bleed so much they'd never want to be the only ones to die.
