if "PP" is considered , "pp" should vary between pokemons depending on stamina ,proficiency and the type of energy(like fire , water, pokemon type ) in the pokemon . (for the last part. I think such a concept is used a lot. like giving a thunder stone to a pokemon who isn't an electric type to learn electric moves such as thunder punch.)
