Wild guess: the man is actually the doctor who discovered the bio weapon which was used on Elle. He escaped from Dark Knight so he couldn’t make his identity known to the world, that’s why he won’t go to hospitals or the police.

I don’t think it’s a good idea to flaunt her shooting skills in front of an already suspecting crowd if she really intends to hide her identity. It would defeat the whole purpose of Aly’s identity.
