Difference between CP0 and CP9 is Haki. CP0 can use Haki and each have mastered min 1 technique to the limit. Conqueror Haki would have limited them but not made them faint though. They are crazy strong too.

Its not just Prana. Activating and using them puts a mental strain. The consumption would also not be less. The longer it stays activated, the more the problem (Yarsha's an example).
