Probably not. Black emperor resurrection is more like application of his abilities that core of it. Thought using disorder as way to cheat death and achieve some for of resurrection is clever idea and quite possible. But islanders method seems to focus more on manipulation with Mark of death and they feels similar to catacomb administrator. So only if there are two sources of corruption/ power on island it would make sense. But that isn't impossible, it could be similar to demon king tomb situation. One power seals another and people around can benefit from both.
