Without Kurama, he would've gotten proper training, and as the Rasengan situation would tell you, he's more than talented enough, and Kakashi is stronger here, so he wouldn't need to risk team 7's life while fighting Zabuza, and even if he wasn't, Haku wasn't trying to kill them in the mirrors, or else they'd be hella dead, even WITH Kurama, so basically the only difference would be no Shadow clones which don't become crucial until much later than the Wave mission
