true, still it depend whether its deal damage or hp lost, cuz this two are fundamentally different, dealing damage is like if you hit someone with a sword and they lost hp. hp lost would be not dealing damage just reducing the enemy current hp, example of this would be like the passive ability of necrophos from dota 2, the heartstopper aura, it deal no damage, all the aura does is reducing the enemy hp based on the percentage of their max hp every second.
