That's the thing though... "they" are doing it personally, by going out to utilize the tools they 'crafted'. He's looking at everything from a perspective of holding on to what power he can claim with his own personal strength, while overlooking that part of his strength comes from the benefits of a thriving civilization. Yes, the weak can only be taken advantage of by the strong, but the strong can't enjoy the advanced cultivation resources without the efforts of the 'weak'. And to be clear: in this scenario, HE is the 'weak' one being used as a tool of the strong for their goals.
However, he felt disappointed seeing such a grand organization unwilling to deal personally with their problems.

Honestly, with all the superior inheritances available to all the royals and nobles, I don't see how one more cultivator getting an inheritance is a critical threat to him. Just be clear about the risk and let her have at it. Kinda overkill on the paranoia, IMO.

I believe I mentioned this in an earlier chapter's comments, but Roland recognizes that the progenitor, as harmless as she seems right now, is responsible for thousands of deaths personally, and untold more through her progeny. And she's far from being a benevolent pacifist even now... remember when her friend/servant died for killing the cooks as the players moved in? She killed all her virgin 'cattle' in simple spite and rage before engaging the players. Roland isn't an exceptionally compassionate character, but he truly does see the NPC's as real people and doesn't want there to be needless bloodshed. The eternal argument to vampirism is that humans can be just as cruel to each other even without the disease / curse. But for vampires, once cursed there is NO CHOICE for them but to kill other humans or treat them as cattle. You can pity her, but her very nature is abhorrent to human existence as a whole. Honestly, I pity the Nether God even more. She may be the god of the underworld, but she doesn't seem to truly understand mortals or humans anymore, much less why death is a bad thing. As her divinity isn't about Creating death so much as being a house for dead souls, she's not really inherently 'evil' from a subjective human perspective.
