I'd go for the Edo Tensei (Tensai?). Gets you nearly unkillable soldiers with rapidly regenerating Chakra reserves that you can force to sign a contract with you that you can then, potentially, reincarnate with Ode to the Phoenix so that they can keep growing stronger.
One Sasuke alone was enough for him to delay his plans for the future. As for Gaara and other folks in the chunin exam, Neji could only think about those later. Thinking of individuals who could become broken, there were too many. With the help of his system, folks like the Aburame, for example, could become stupidly powerful.

I'm aware but the concept of pushing your power beyond bankai by fusing with your Zanpakuto Spirit is still a viable option, I just used Ichigo as an example because Aizen cheated pretty hard.

Bleach: Brave Souls features alternate universe versions of the Espada who have fused themselves with the Hōgyoku, causing them to attain transcended versions of their Resurreccións which resemble their standard released forms while incorporating the Hōgyoku and adding further onto their animal motifs; these forms are described as being Beyond Resurrección - Taken from the wiki, so probably not possible to use without some work. Don't forget that Ulquiorra was able to use Resurrección: Segunda Etapa so you could just allow other Arrancars achieve the same and use the Beyond Resurrección artwork. Just don't give everyone that ability, Ulquiorra was the only one to ever achieve it in Canon so it should be incredibly difficult to achieve. For the Zanpakato, just do something like what Ichigo did (think it was called Final Getsuga or something) during the Aizen fight, just say that Ichigo used a forbidden technique to raise himself to that level and that's what cost him his power.
