Not in 5e DnD Wizards are have to learn spells whereas Sorcerers have bloodlines. (So Wizards are hardwork and Sorcereres are more innate talent) However Sorcereres have less spells they can learn

The reason the author gave is incredibly asinine however in DnD (Apparently what this is based on) Chr is an incredibly good stat. (Honestly though if he’s going Wiziard Cleric multi-class than Intelligence and Wisdom are th stats of choice given they boost a Wizards and Clerics spellcasting respectively.)
Instead, he spent 5 points to increase Charisma to 13 points even though this aspect didn't seem very important.
