Let's be real, the angels basically have infinite blessings or whatever to change what they want, when they want. They have been messing with the MC with "high priced" things this entire story and they will continue to do so forever.
What was wrong with changing the quest order? That wouldn't differ much to me. But in return for that, it seemed the angels paid a large price to do that. And it seemed like this wasn't only limited to the angels of this city.

I think it was more a problem about existence/ the universe rather than one that could realistically be solved with physics as we know it. It was probably something his species just knows rather than needs to solve.
