Just make some more clones!... is what someone without any idea how Shadow Clones work in depth. They transfer all the stuff they experienced to the original when popped/dispelled. Now that may be great for grinding out/getting a feel for skills ("when I do it this way, it goes like that..."), but anything that is heavy on mental load/thinking will REALLY hit the origianl badly when they transfer those memories. Tho Naruto is shown to be rather resilient to such a mental load especially if he can combine it with Nature Chakra "refreshing" his mind/brain

Just designate certain areas where you send loads of Grimm on the regular (like every X months), posed to "strike" the Kingdoms if they ignore it, forcing the Kingdoms to deal with em. That would be a stop gap measure until he can take over the Kingdoms directly

Naruto has a point, if he wants to show off his tools then he should ask for a event to show it off, maybe even just some showcase battles alongside the Chuunin Exam. The Exams itself are to show off the inherent skills and abilities of the prospective Chuunin. It's like allowing someone with a gun into an Archery or Throwing competition with the reason: "Well, the goal is to just hit the target, isn't it?"
