Not every Sharingan or Mangekyou is as powerful as Sasuke's. Not every Rinnegan is as powerful as Madara's. And obviously the diluted genes of a random talentless Hyuuga will never result in a Tenseigan stronger than Toneri's. The strength of every Kekkei-genkai is drawn out from within the wielder's body.. Not from the long lost soul of the half space-god Hagoromo..
