no, there is such a thing as power difference , every power has its own source( be it body , mana , soul etc.) , and to be able for a power to do something to another power there must be enough quantity or quality in source to go against your opponent (or just power supremacy like water and fire), but there's a huge gap between Goku and Hector quantity and quality, and if Hector use a conceptual thing like new order or other things he will need a huge amount of energy that he doesn't have Goku will just block every power that Hector has just with his raw power.

For me is like, here is multiverse with all possible realities and parallel realities (like when Haki is/isn't a boy in Shinobi world), beacuse in multiverse doesn't exist only our fictional words, there are also fictional words from Shinobi world (like Icha-Icha is also an different world in multiverse) , our world that is real for us but it can be a typical school anime where we are not even a secondary character. In multiverse all worlds are real (with their infinite parallels that have different rules from a version to other i mean AU) with their possible versions appearing in different realities like something fictional. And about avatar system , there author is making himself trouble with game comparation (it feel like mc threat these worlds like games, i personally don't like it). Anyway i understand this system like this: when mc search for a world with his own "filters" , system connect to the multiverse and search for certain parallel version of a certain world where all filters are fulfilled and then send a pseudo-soul with mc's main personality traits(that is made for the moment when they fuse , because with different traits is like fusing 2 different people) and when this pseud-soul fullfil it's duty , system put world on pause and send back the all information that is needed for changing the world (all that operation take no time beacuse of time/space manipulation of system). After fusing he gain not only memories but also emotional attachment , and he thinks of himself also like a part of this world not an intruder. P.S. Why the are not girl-Kurama and girl-Haku? Because MC didn't choose the right filters he just choose original version with a little change(kusina and tsunade are cousins)
