that is true but in the story, neji took it a year and a half after his graduation from the academy. That's what I remember.
Anyway, jokes aside...this 'new Neji' was originally afraid of becoming a chunin. Weren't they just cannon-fodders? Still, considering the nature of his cheat, he understood that he would have to become one earlier. There was still a year and a half before the next chunin exam, which also 'coincidentally happens' to be Orochimaru's otonin and sand invasion.
