From what I understand the 9th to 1st grades are equivalent to the levels of the Qi Refining in other novels or whatever the first realm of cultivation is in other novels. Grandmaster I think is the 1st level of foundation establishment while martial saint in the 9th or last level of foundation establishment. The nascent soul cultivators from the evil blood sect must have been a typo or mistranslation. I could be wrong but this seems to be the most plausible conclusion. I don't think the author takes pleasure in confusing the readers, but I could be wrong. And no you're not tweaking. Hope this helps.
