If they're local, they don't necessarily have to be small planets. I don't think civilizations that can build planet devouring resource extractors have to worry about planet spin. They could literally use the crudest most ridiculous method you could think of and still get it done. Whether it's massive thruster bases dropped onto the planet or a giant claw handed ship to forcefully grab the planet. Also an atmosphere sounds unnecessary for space warfare...
