The reason for the Amaterasu Lineage's lack of actions these days was because of the big L they took during World War 2. Before that, they were just as tyrannical as the Lucifer Lineage, if not moreso.

What's more there were no core members with any affiliations to the Morrigan and Ilah Lineages which wasn't surprising at all because their situation was even worse than the Anansi Lineage. How were they supposed to handle those ones?
