Vympirs need to release toxin to turn people, and they can choose to do it or not. But since the process of turning is basically a rewriting of the victims brain, it's no different from killing the victim and rebirthing them as your slave. Jason doesn't want to do that to Hesabeth. And besides, if Jason thought about doing that, the world would intervene.
In truth, it wasn't Hesabeth's fault that she felt this way at all. The Vympirs were a very unique race that required blood in order to survive. But the Vympirs of old realised that it wasn't possible to convince people around them to give them their blood freely, and many of them had to resort to killing just to get blood to survive. But this method wasn't very sustainable because you needed to keep your victim alive in order to get constant blood from them. Instead, the Vympirs evolved a new biological feature to ensure they could always get blood from people, and this was by releasing a special hormone in their saliva that triggered an intense arousal in thier victims! Anyone bitten by a Vympir would feel a sudden arousal towards that Vympire, and the intensity of this reaction was dependent on just how attracted the person was to the Vympire before they were bitten! The more emotionally and sexually attracted a person is to a Vympir, the stronger the reaction the person would have after being bitten!

yeah, Gina is part of the shadow legion, but her connection is complicated since Jason never actually ressurected her. Jason just tied their souls together and brought her back to life later.
Yeah, Hesabeth could be ruler of the universe if she wanted, but she doesn't have any wish to do something like that. The world chose Hesabeth as the wielder of the Bias because Hesabeth had the right balance of ambition and empathy to become a ruler but not a tyrant.
[The world reacts to the negative thoughts people have against Hesabeth! The only reason the world hasn't gone all out is because the user didn't think about hurting Hesabeth, but now that the user has thought about harming her, the world no longer has any reason to hold back!]

I think I explained the reason for the mental control pretty well in the story. And it didn't even last for more than a single day, so I don't see your point. And Jason forgives her for it because she didn't make him do anything evil during that time. She just wanted his help to get revenge on Rubik.
