You could make it an autonomous state like CCP did but i think that would only make more chaos as regions under your empire would want that too ultimately leading to the fall of empire...Speaking of choke-points the Suez canal..Another thing is that India may not lock much of anything but it does lack oil... Oil and gas concentrated mainly on the edge of the Persian gulf. You could occupy these areas or increase military presence in the Middle East.
