Okay I got 2 Ideas on what this could mean, the second one prob being more likely. First, Ddraig asking how strong Willhelm is from weak supernatural human(1) to Ddraig/Albion in their prime(10). Since the author took the 'stupid' away in his version of dxd, these two are actually valid measurements in terms of strong dragons. Second and more likely is Ddraig asking how high Willhelm's chances of winning are and the 1 or 1.x points he is missing from being 10 out of 10 is Juggernaut drive so yeah, Issei is getting rekt.
I was going to question him on that, but Ddraig answered for me. "[Minimum an Eight, probably closer to 9.]"
