I would understand if they aimed to cripple logistics of the army by destroying that but the way he spoke suggested rather than this move would give him advantage in information instead. So maybe they can analyze something from the remains like ascertaining whether locals are supported by overlord from middle planetary belt or is this purely invention of heaven chosen.

though what you say makes sens . I think that harmony of the previous emperor wasn't about delegating enough power and responsibilities to each power block to create the most beneficial ( strongest ) balance. But more to delegate power and responsibilities to have then mesh together and to avoid civil war . The strenght gained from that balance was probably secoundary objective. And while there is certainly many reasons to keep underworld with the most prominient being that in any society there will be outlaws and having singular force to keep them in check (perhaps even in small cooperative relationship with emperor) is always better than myriad of chaotic small forces. But the main reason for not destroying them was probably just to avoid civil war since their power is nothing to scoff at.

okay that's kind of strange that they are fighting at four places at the same time. Unlike Robin who Has just started his empire and got to know exact location of a few worlds . They should have exsisted for substantial amount of time and discovered new worlds over long span of time and not nearly simultaneously like Robin . So did they encounter forces backed by other powerhauses from middle planetary belt on each of those planets or is cost of logistics too high to move huge armies to conquer the worlds with no particular resources since even if they conquare them like that they would end in red ?
