According to Captain Jack, Wild King could control all animals. So he was a combination of Aquaman, Taylor Hebert from Worm, and Ratcatcher 2 from Suicide Squad. A pretty broken set of powers, he had an army that could overwhelm others anywhere he wanted. Jack said that Wild King didn't have a crew or a ship. He didn't need either since he could ride Sea Kings and recruit whatever he wanted.
