obviously ,Shadow wants Elizabeth while Mary was a bonus. To spread new vampires with Shadow's blood.
Everyone who was presumably killed by the ghouls and zombies started to come back alive, confusing a lot of people. The only people Shadow didn't resurrect were the vampires and the fat older man who was abusing Marie.

Shhh....Nobody tell about Harpe is in Wil's hands. Lots of Gods will really, really, really panic if the Scythe was owned by someone who is not related to any faction, aside from the Youkai. And the Devils barely has any sway to Wil. I'm sure Serafall will throw another fit due to this commotion of the Norse pantheon.
