The headmaster is just selling it to their audience. This way Stephanie can learn magic and escape from her family, while making it APPEAR as a punishment to anyone else. Refusing to turn her back into a human is actually helping - remember how scarred and deformed by torture her real form is. Plus, Wolfe having a familiar cat is an easier sell than a person as a familiar. This isn't punishment, this is protecting Stephanie to the best of her ability. (While also putting a bit of the fear of God into her.)
Consider yourself lucky. The maximum penalty is, in fact, death.

I've gone through a half dozen outfits for Karl so far, and have a couple possibilities, but just can't find the right one. Then I find a white dress with a translucent peach silk outer layer and sleeves with gold embroidery. The fanciest of dresses for the Forbidden Treasure Sect.

How many of those professors are going to want to retire and stay in the fey forest after they experience how much better the environment is? How many will apply pressure via their families (mostly noble from the text) in support of politically supporting them and trade relations with them? How many of the students whose auras he fixes and reinforces are going to support them as well? (Both this year and in coming years?)Plus, I don't believe he won't put a kill switch on the power disks. He now holds their entire power grid hostage.Short term, he's helping the headmaster who supported him, and also helping his former witch in solidifying her leadership. Political stability of your neighbors can be a good thing. (Especially if they are likely to be allies.)He is filling educational needs for the forest, both short term and likely long term as well. (Even if professors don't stay, they are training the next generation of teachers.)And he's setting up allies and insurance to help protect the interests of the fey and his forest.I'll be first in line to admit I expected him to push for more. But I think there are plans within plans going on here.
