I think being a Lord, Harry might be able to enter himself. And that anyone who just enters Harry Potter instead of his Lord title would mean that a 'binding magical contract' with the Goblet of Fire would be null & void.
Though the excitement somewhat died down when Dumbledore announced that only students of age, meaning those who have crossed 17 years would be allowed to participate in the tournament and he would personally set up an age line.

The boy on the farm just wanted to help his dad and got a slight cut while unhooking a wagon from the farm tractor and had to get about 6 stitches. At school the next day the teachers reported it and then CYS took him away that night. The grandparents filed to be able to take him in as foster family since the boy wasn't allowed back home. Yet in the same neighbor hood there is an older boy who got abused by his parents when they were drunk and a little drugged and CYS didn't do anything even with complaints from that boys grandmother.
I want to say that I don't know how this procedure happens and I almost just made it up from scratch. Maybe it turns out differently but who cares!

In my area of the US it may start with CYS, though at the moment there are corrupt workers at my local branch of it. I have seen children left with their toxic family and those where an actual accident would happen (like getting hurt while trying to help work on the farm) gets taken away.

Draco retreated to the corner of the bedroom he shared with the rest of the boys in his class. Pointing his wand at one of the chests, he cast an unlocking spell. How right he had been in deciding that it was a good idea to stay away from the chest the moment it was opened. What Crabbe and Goyle hadn't realised was that something as innocuous as unpacking luggage could be quite traumatic. The lid of the trunk opened as if someone had set off a firecracker. Immediately, this object of transport and temporary storage began to spit its contents. Cloaks, like huge birds, flew all over the bedroom, trousers and shirts hung on bedposts and open wardrobe doors, light, silk underwear, pyjamas and dressing gowns, smoothly swirling, dotted the floor. Shoes, on the other hand, whizzed by at the speed of light and rained down on Vince and Greg. Nott and Zabini came into the bedroom and stood at the door with their jaws hanging open and their eyes goggling. Crabbe, grunting like an old man, rose from the floor, rubbing his bruised back, while Goyle lay unconscious. Both of them, as if on cue, had bruises under their left eyes, in addition to Vincent's cheek and Gregory's forehead in the centre of his forehead.

A winged twilight or a dark elf?
The house elf was currently dealing with the rather odd side effect of Nick becoming a realm lord. The magical bond between them had caused the house elf to start a sort of evolution in an unknown direction. As a result the pitiful creature was pretty much bedridden for the time being as the dense mana on the island helped nourish its changing anatomy. Which direction this change was heading Nick had no clue but it should be interesting at least.
