Are we talking about the geographical region or cultural region? I doubt it's ethicity since they're all different animals. Because ir reminds more of the hundreds of german territories that had yet to unite, but they didn't yet have a "german" identity, so what "china" are they talking about?
There were ten kingdoms that currently ruled over pretty much the whole landscape of China other than the rare independent places like Gongmen City and the Jade Palace.
